The Walls Have Eyes: Minnesota Group Studies CCTV Cameras in Nursing Homes

In Minnesota, a newly-formed group is trying to determine if video cameras can help prevent elder abuse in long-term care settings.

The group includes elected officials, legal experts and care providers.

For some members of the Electronic Monitoring Workgroup, the issue is close to their heart. Jean Peters, a member in the group, said her mother was abused in a Minnesota nursing home. Her mom was left for long hours without food or water and discovered the abuse days after installing a CCTV camera.

The workgroup hopes to come up with recommendations for future state laws, specifically dealing with voluntary electronic monitoring, like video cameras in care facilities.

Accomplishing the goal will be easier said than done. Vickstrom detailed various issues that come with cameras in care facilities, things like privacy concerns, employee rights, and data practices.

As difficult a task as it may be though, people like Peters say Minnesotans must find a way to protect those people, those parents, who spent their lives protecting ours.

“There’s other family members out there who are struggling,” she said, “who are working two jobs; they’ve got to, unfortunately, have their family in a care facility and they need to know that they’re protected and not being abused.”

The group is set to present their findings to the legislature by January 2017.
