The Illinois budget stalemate is taking a toll on home health care workers and their disabled and elderly patients.

A federal rule that took effect New Year’s Day makes home care workers eligible for time-and-a-half pay for work over 40 hours.
But the State Dept. of Human Services will prohibit overtime after March 1 because of the stalemate.
The union representing Illinois’ 25,000 home health care workers says it will hurt patient care because those needing extra attention will have a hard time finding it.
The state of Illinois has not operated on a budget for over 200 days, and as Republican Gov. Bruce Rauner and Democratic state legislators continue to argue over a solution, a multitude of state-funded programs and institutions are feeling the effects of the impasse.
